To advertise betting and online casino, an operator needs a license in the country, an authorized ad account on Meta and certification from Google, and every ad carries the local mandatory warning. This guide covers, country by country, who regulates, what the platforms require and the advertising rules, with the regulation and date behind each one.
We checked every source on October 21, 2026, and we review this guide every three months. Where we couldn't read the official regulation, we say so. Gambling advertising rules change fast: before you launch a campaign, confirm the current version with the country's regulator.
What do Meta and Google require in every country?#
Both platforms treat online gambling as a restricted category, with their own rules that apply on top of each country's law.
- Meta: online gambling ads only run after the ad account is authorized. You apply in the Authorizations and Verifications tab of Meta Business Suite, with proof that the operation is licensed by a regulator. Before targeting a country for the first time, the advertiser declares that intent, and no ad can target anyone under 18 (Meta's gambling policy).
- Google: the operator applies to Google for certification and needs a valid local license for each region it wants to reach. Allowed gambling types and requirements vary by country (Google's gambling policy).
What are the gambling advertising rules in Brazil?#
The rules below are those of the market regulated by Law 14,790/2023, in force until September 25, 2026. Since that date, Provisional Measure (MP) 1,394 has banned fixed-odds betting in Brazil. The MP still has to be voted on by Congress and is being challenged at the Supreme Federal Court (STF) (Senate summary).

- Meta: ad account authorization with proof of license.
- Google: certification covered fixed-odds betting with Brazilian authorization until September 30, 2026, when Google removed that category from Brazil's list (Google notice).
- Mandatory warning: since July 17, 2026, every ad carries one of three phrases, "Ministério da Fazenda adverte: Apostar pode causar dependência" (Ministry of Finance warns: betting can be addictive), "Ministério da Fazenda adverte: Apostar faz você perder dinheiro" (Ministry of Finance warns: betting makes you lose money) or "Ministério da Fazenda adverte: Aposta não é investimento" (Ministry of Finance warns: betting is not an investment), set horizontally, legible and covering at least 10% of the ad's area (Portaria SPA/MF 1.964/2026).
- Minors and unauthorized platforms: advertising aimed at anyone under 18 is deemed abusive. Banned: images, characters and language that appeal to minors, ads in schools and children's care facilities, promotion of unauthorized platforms, and expert commentary that encourages betting on a specific game. The rule covers everyone involved in the promotion, not just the operator (Portaria Interministerial MF/SECOM/MJSP 73/2026, Ministry of Finance announcement).
- Self-regulation: under Annex X of the CONAR Code, only people who are, and look, over 21 can feature in the ad, and content with strong appeal to children, such as anthropomorphic animals, is limited to the operator's own channels, behind an age restriction. The update was approved on August 27, 2026 (CONAR).
